What they are talking about is the pesticide causing a mutation in a plant cell. This would be similar to being exposed to a chemical that increases your chance of getting cancer.
A pesticide sprayed on a plant will not cause all the cells in a plant to have their DNA change or to be mutated. It may increase the chance that a plant will have mutated cells, but for the most part pesticides will not harm the plant. The bigger concern is your personal exposure to the pesticide or eating any vegetables or fruit from a plant sprayed with pesticide.
